"After analyzing all the documentation received by the parties, the FIFA Disciplinary Commission decided to close the disciplinary procedure initiated against the FEF", said the body.
At issue is the presence of the right-back/wing in eight qualifiers for the World Cup, contested by Chile, which claims to have documents that prove that the Barcelona athlete from Ecuador is Colombian.
Chile, which can still appeal to FIFA's court of appeal and the Court of Arbitration for Sport (CAS), failed to qualify for the World Cup, finishing seventh.
Proving fraud, Ecuador risked losing all matches by 3-0, thus missing the fourth and last place in South America with direct access to Qatar: the fifth, which was Peru, will play a 'play- off' intercontinental with Australia.
Ecuador is in Group A of hosts Qatar, the Netherlands and Senegal.
